Look for the app called samsung experience home. This would allow the samsung experience app access to notifications, which is what the badges are about. Since the app icons that you want badges on are either on the desktop, in the dock or in the app drawer, it is the launcher that controls the badges as well.

This makes it easier for users to know which apps have notifications that they haven’t checked out yet. My samsung j7 has outlook and i am getting notifications.
